Regarding the pace of play issue, you are 100% correct. Slow players will be slow, with or without a device to fiddle with. Fast players will maintain their pace, the few seconds it takes to zap a flag or sort out the distance to the hazards on the GPS won't slow things down because fast players understand to do those things while the rest of the foursome is hitting or if they are up first to take care of it quickly. Pace of play is always down to having the correct mindset, not a side product of technology…..
